The Ministry of Agriculture, Environment and Fisheries (MAAP), through the National Directorate for Environment and Climate Change (DINAMC), convened the Second National Dialogue on Other Effective Area-Based Conservation Measures (OECMs) this week in Maputo. The two-day meeting brought together national institutions and international partners to consolidate Mozambique’s approach to OECMs and strengthen alignment with national conservation strategies.

Key Summary:

  • A national dialogue gathered government entities, scientific institutions, conservation partners and NGOs to advance Mozambique’s OECM agenda.
  • Participants worked toward a consensus document outlining the national vision and goals for OECMs, aligned with the upcoming National Strategy and Action Plan for Marine Conservation Areas and OECMs (2025–2035).
  • The discussions focused on validating the Terms of Reference for the National Technical Group and approving a national roadmap that defines phases, milestones, actors and coordination mechanisms.

The Second National Dialogue on OECMs, held on 9–10 December in Maputo, was organized by MAAP through DINAMC. The event brought together a wide range of national partners, including the National Administration of Conservation Areas (ANAC), the Oceanographic Institute of Mozambique (InOM), WWF, IUCN, FAO, Rare, REGECOM, WCS and Conservation International (CI).

The dialogue aimed to strengthen understanding of OECMs in the national context and ensure their integration into Mozambique’s conservation and sustainable development priorities. Three practical outcomes guided the agenda:

Consensus on the National Vision and Goals for OECMs: Participants worked toward a shared national framework aligned with the forthcoming National Strategy and Action Plan for the Expansion of Marine Conservation Areas and OECMs (2025–2035).

Validation of the National Technical Group’s Terms of Reference: The discussions reviewed and validated the ToR defining the group’s composition, mandate, responsibilities, timeline and leadership structure.

Approval of the National Roadmap for the OECM Process: The roadmap outlines the core phases, key milestones, key actors and coordination mechanisms, while identifying synergies with existing national conservation processes.

The Dialogue reinforced Mozambique’s commitment to advancing OECMs as part of a more integrated and coordinated national conservation system. Validating the Technical Group’s ToR and the national roadmap marks important steps toward operationalizing OECMs and strengthening the country’s expanded conservation network.
