Connecting subnational priorities with national biodiversity goals: Peru strengthens NBSAP implementation

On 15-16 July 2026, Peru’s Ministry of Environment (MINAM), through its General Directorate of Biological Diversity, convened the North-Central Macroregional Workshop on the Implementation of Subnational Biodiversity Strategies in Chiclayo. The event brought together more than 60 participants representing the subnational governments of Amazonas, Ancash, Cajamarca, Huánuco, Junín, La Libertad, Lambayeque, Loreto, Pasco, Piura, San Martín, Tumbes, and Ucayali, together with national authorities and development partners working to strengthen biodiversity governance across the country.

Held under the theme “From planning to action: coordination, financing and management for biodiversity towards 2050,” the workshop served as a platform for subnational governments to exchange experiences, strengthen technical capacities, and advance the implementation of Subnational Biodiversity Strategies (ERDBs) aligned with Peru’s National Biodiversity Strategy and Action Plan (NBSAP). As implementation increasingly takes place at the territorial level, strengthening subnational leadership has become essential for achieving Peru’s national biodiversity commitments.

Aligning subnational strategies with national priorities

A central objective of the workshop was to strengthen the alignment between Subnational Biodiversity Strategies and Peru’s National Biodiversity Strategy to 2050. Technical sessions introduced updated guidance for the preparation and revision of subnational strategies, while discussions focused on ensuring that local priorities contribute directly to the country’s national biodiversity targets under the Kunming-Montreal Global Biodiversity Framework.

Subnational governments from Piura, Lambayeque, Loreto, and Junín shared experiences and lessons learned from updating and implementing their biodiversity strategies, creating opportunities for peer learning among participating jurisdictions. Working sessions enabled participants to identify common implementation challenges, propose practical solutions, and strengthen collaboration among environmental authorities, planning offices, budget offices, and protected area managers.

Strengthening implementation through planning and finance

While biodiversity planning provides strategic direction, successful implementation depends on adequate financing, monitoring systems, and institutional coordination. Throughout the workshop, participants explored mechanisms to strengthen biodiversity indicators, improve reporting systems, identify financing opportunities, and integrate biodiversity into public investment and results-based budgeting processes.

Discussions also highlighted the importance of increasing biodiversity investments at the subnational level and improving coordination between environmental and financial planning. By embedding biodiversity into public investment portfolios and territorial development planning, subnational governments are better positioned to generate long-term environmental, social, and economic benefits while contributing to Peru’s national biodiversity objectives.

Supporting implementation through partnership

As part of the programme, Alfredo Gálvez, Peru National Facilitator of the NBSAP Accelerator Partnership, presented the ongoing technical support that the Partnership is providing to Peru throughout the implementation of its NBSAP. The presentation highlighted collaborative efforts with MINAM to strengthen institutional coordination, facilitate technical exchange, support the alignment of Subnational Biodiversity Strategies with the national framework, and identify opportunities to accelerate implementation at both national and subnational levels.

The workshop also demonstrated the value of partnership in supporting biodiversity implementation. In addition to MINAM and the participating subnational governments, the event received support from the Provincial Municipality of Chiclayo, WWF Peru, UNDP, GIZ, the ASL2 Bosque Seco GEF Project, Putumayo-Içá and FOLUR projects, reflecting the broad coalition of institutions working together to advance Peru’s biodiversity agenda.

Looking ahead

The workshop represents an important milestone in strengthening the role of subnational governments as key partners in implementing Peru’s National Biodiversity Strategy and Action Plan. The knowledge, experiences, and recommendations generated during the two-day event will contribute to the continued updating and implementation of Subnational Biodiversity Strategies, while reinforcing coordination across different levels of government.

By strengthening biodiversity planning, financing, monitoring, and public investment at the subnational level, Peru is creating stronger institutional foundations to achieve its national biodiversity targets. These efforts contribute directly to the implementation of the Kunming-Montreal Global Biodiversity Framework, particularly Target 14, which calls for integrating biodiversity into policies, planning and development processes across all sectors and levels of government, and Target 19, which aims to substantially increase financial resources for biodiversity. Through the continued support of the NBSAP Accelerator Partnership, Peru is helping ensure that national commitments are translated into coordinated and measurable action across its diverse territories.

It is co-chaired by Colombia and Germany, supported by the governments of Germany, Norway, Canada and France, and coordinated by a Global Coordination Unit hosted by the Secretariat of the CBD, UNDP and UNEP.
