Kazakhstan strengthens synergies across climate, biodiversity, and land through coordinated national dialogue

Efforts to strengthen coherence across Kazakhstan’s biodiversity, climate, and sustainable development strategies advanced during a three-day national workshop held in Astana from 29-31 October 2025. The event was organized by UNDP Kazakhstan and the Ministry of Ecology and Natural Resources, in co-organization with the NBSAP Accelerator Partnership.
Advancing alignment among the NBSAP, NDC, and NAP
The workshop opened with a presentation of a rapid synergy analysis assessing alignment between Kazakhstan’s Concept for the Conservation and Sustainable Use of Biodiversity until 2035 (NBSAP), Nationally Determined Contribution (NDC 3.0), and National Adaptation Plan (NAP). The analysis highlighted strong existing integration, particularly through nature-based solutions, and recommended the development of a unified resource mobilization plan and harmonized indicators across sectors such as water, agriculture, forests, health, and gender.
The discussion emphasized the importance of cross-sector platforms and interoperable data systems to support coordinated implementation and monitoring across national strategies.
Supporting preparation of Kazakhstan’s 7th National Report to the CBD
During a dedicated session, the NBSAP Accelerator Partnership provided training on the methodology, structure, and reporting requirements for Kazakhstan’s 7th National Report to the Convention on Biological Diversity. The session covered indicators, gender integration, stakeholder participation, and data governance. The importance of establishing a national coordination mechanism to guide report finalization and validation was underscored.
Strengthening synergies across the Rio Conventions
The third day focused on linkages between the Convention on Biological Diversity (CBD), the UN Framework Convention on Climate Change (UNFCCC), and the UN Convention to Combat Desertification (UNCCD). Representatives from UN agencies, international organizations, academia, private sector actors, and civil society showcased practical examples of integrated climate-nature-land restoration approaches.
Discussions highlighted both opportunities for integrated outcomes and the need to address potential trade-offs during project planning and implementation. Several financial instruments linking climate, biodiversity, and land restoration were also presented, offering models for scaling at national and regional levels.

The NBSAP Accelerator Partnership extends its appreciation to the Ministry of Ecology and Natural Resources, UNDP Kazakhstan, partner organizations, and all stakeholders who contributed to this collaborative process. Continued dialogue and coordination will support integrated action to advance national commitments under the Kunming-Montreal Global Biodiversity Framework, the Paris Agreement, and the UNCCD Strategic Framework.
