Strategic dialogue in Mozambique sets foundation for GBF-aligned action
Government institutions in Mozambique, together with the in-country facilitator of the NBSAP Accelerator Partnership, held a series of high-level technical meetings to identify priority actions for implementing the country’s National Biodiversity Strategy and Action Plan (NBSAP). The discussions with the National Administration of Conservation Areas (ANAC), the National Directorate of Fisheries and Aquaculture (DINAP), and the Oceanographic Institute of Mozambique (InOM) focused on aligning institutional needs with the targets of the Kunming-Montreal Global Biodiversity Framework (GBF) and developing early requests for support. The process reflects Mozambique’s strong institutional leadership and growing cross-sectoral commitment to delivering on the GBF.
Three key areas of collaboration emerged from the consultations: restoring biodiversity and supporting human–wildlife coexistence in protected areas; empowering communities to manage resources sustainably within and around conservation zones; and strengthening national enforcement and monitoring capacity in biodiversity hotspots. These priorities directly support KMGBF Targets 1, 5, 9, 20, 22, and 23, including spatial planning, sustainable species use, gender-responsive capacity building, and community participation.
Building on these priorities, two formal requests for support are now being prepared: one from ANAC and one from InOM. The proposals aim to enhance conservation enforcement, expand nature-based community livelihoods, and strengthen institutional capacity to implement GBF-aligned solutions. Once finalized, they will be submitted through the NBSAP Accelerator Partnership’s MatchMaking Mechanism, which connects country needs with tailored technical and financial assistance.
Continued coordination between ANAC, DINAP, and InOM will be essential to ensuring that biodiversity action in Mozambique remains integrated, impactful, and locally grounded. These early engagements highlight how dedicated in-country facilitation, working hand in hand with national institutions, can help translate strategic ambition into concrete proposals and partnerships.
